State and County Health Departments Issue DO NOT DRINK Water Advisory for Village of Mayville Water Customers Perfluorononanoic Acid (PFNA) detected in Mayvi...lle Public Water System Wells Mayville, NY - Until further notice, the New York State Department of Health, working with the Chautauqua County Health Department, recommends that Village of Mayville water customers do NOT use the water for drinking, cooking, food preparation, tooth brushing, or for animal consumption. The water continues to be acceptable for household uses such as showering, bathing, cleaning and washing dishes. Boiling your water will NOT remove these chemicals. This advisory is being made out of an abundance of caution after sample results received late yesterday for the Village of Mayville’s three water wells indicated the presence of the chemical perfluorononanoic acid (PFNA) at levels between 75 and 330 parts per trillion (ppt). PFNA is an emerging contaminant with only a limited amount of health data and is not monitored or regulated at the federal or state levels. The developing information about potential health risks from the ingestion of PFNA have led state and local health officials to take the precaution of switching to an alternate drinking water supply. The determination has been made that both interim and long-term measures to reduce exposure to these chemicals are prudent. The Chautauqua County Health Department will host a Town Hall on Friday, December 11, 2020 from 9:00 a.m. 10:00 a.m. Town Hall attendees also include County Executive PJ Wendel, OES Director John Griffith, Sheriff Jim Quattrone, Mayville mayor Ken Shearer, and representatives from the New York State Department of Health and Department of Environmental Conservation. Interim Measures The Village of Mayville is working closely with the Chautauqua County and New York State to provide water as an immediate step to assist customers. Bottled and canned water will be available for pick-up at the Town of Chautauqua DPW Garage at 50 Patterson Street in Mayville as follows: Thursday, December 10; 4:30pm 6:30pm Friday, December 11; 10:30am - 12:30pm and 4:30pm - 6:30pm Saturday, December 12; 10:30am-12:30pm At Governor Cuomo’s direction, the state Division of Homeland Security and Emergency Services today deployed 10 pallets of water from the Hamburg, NY stockpile to support residents of the village of Mayville. Each pallet contains 2,400 12-ounce cans of water. Please note: Any persons in Isolation or Quarantine for COVID-19 should NOT leave their homes to pick up water. If there is no one available to bring water to you, please call the Health Department at 716-753-4491. All COVID-19 precautions will be taken at distribution including masking and social distancing. Residents must stay in their vehicles. Water will be limited to one (1) case per household per day. Those unable to pick-up water should call John Buxton with the Village of Mayville at 716-269-4801 to make alternate arrangements. Future water distribution dates and sites are being planned. Long-term Measures To mitigate the presence of chemicals in the public drinking water supply, which were found to impact the Village of Mayville’s three wells, Village engineers are working with County and State officials and engineers to identify options to provide clean water. Mitigation measures include expediting the process to bring a recently drilled fourth well into service. This new well is located in a different location than the three existing wells impacted by PFNA and as such, these chemicals have not been detected in its ground water source. The fourth well is being evaluated to determine if it has the capability to meet the Village’s water needs. The NYS Department of Environmental Conservation (DEC) and New York State Department of Health (NYSDOH), will simultaneously be investigating the source of contamination and how it can be remediated. However, this is expected to take months or more to determine. Public Water Supply Sampling and PFAS Per- and Polyfluoroalkyl Substances (PFAS) is a group of man-made chemicals found in a wide range of consumer products that people use daily such as cookware, pizza boxes and stain repellants among others. These chemicals are being scrutinized by health agencies in NYS and elsewhere because they may cause serious health problems. In 2020, the regulation of public water supplies in NYS for two of the chemicals in the group, PFOA and PFOS, began according to state established standards for the maximum amount allowable in drinking water. NYSDOH, USEPA and other states are beginning to take a closer look at the other PFAS chemicals to determine if they should also be regulated in drinking water. The NYSDOH coordinated the sampling of the Village of Mayville’s drinking water wells last week. In addition to PFNA, these sample results also showed that the PFAS contaminants, perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS), both now regulated, were found in all three wells but below the maximum allowable level allowed in drinking water set by the NYSDOH, which is 10 parts per trillion (ppt). Initial sampling for PFAS compounds in Mayville’s water was conducted in August and December of 2019 from two of their three wells. Results showed detections of the same PFAS compounds found in samples collected last week, but at that time, they were not deemed to be a significant problem nor were any of these chemicals regulated by NYSDOH. Since then, more has been learned and the state has started to regulate PFOA and PFOS as described above. For reference, one part per trillion (ppt) is one part of that substance for every one trillion parts of water and is equivalent to one 1 cent out of $10M. These compounds are measured in much smaller quantities than other regulated contaminants in drinking water, which are typically measured in parts per million (ppm). Health effects of PFNA The available information on the health effects associated with PFNA, like many chemicals, comes from studies of high-level exposure in animals. Less is known about the chances of health effects occurring from lower levels of exposure, such as those that might occur in drinking water. The current testing in Mayville’s water wells shows much lower levels of exposure than in studies but still prompts water suppliers and regulators to take precautions that include notifying consumers and taking steps to reduce exposure. There is limited information about the health effects of PFNA in humans. PFNA has caused health effects when studied in animals that were exposed to high levels of the chemical. The most consistent findings in animals were effects on the liver and immune system, thyroid and delayed growth and development. There is inadequate information on whether PFNA causes cancer in animals or humans. In February 2016, Governor Cuomo created a Water Quality Rapid Response Team, led by NYSDEC and NYSDOH, to quickly investigate water contamination reports across New York and take corrective action to address these contamination issues. This Water Quality Rapid Response Team has taken unprecedented action to investigate and clean up PFAS contamination and to ensure New Yorkers have access to clean water. To support this effort, NYSDEC works with NYSDOH and numerous entities, including local health departments, drinking water providers and authorities, and federal, state, county, and municipal governments to protect and clean up groundwater.
