At the request of tenants the Troy DSA Housing Committee gave out this flyer at Towers on the Hudson today. TOWER ON THE HUDSON TENANTS: What do you need to kn...ow about repairs and bedbugs? GETTING YOUR LANDLORD TO MAKE REPAIRS: Your landlord is legally required to maintain your apartment in good repair. Common issues include loose or exposed wires, leaks, breaks or cracks in walls/ceilings/floors, leaky pipes, rats/roaches/insect infestations, and poorly lit or maintained public areas. Under Troy City Code, if there is a pest infestation (insects, rodents, vermin) in two or more units or any common spaces of a multifamily building, it is the owner’s responsibility to exterminate. However, Troy is home to a number of slumlords who will do little to nothing to keep an apartment in decent condition. Here’s what you should do to get things fixed; INFORM the landlord of the issue immediately. Do so in writing and follow up any verbal conversations with something in writing to confirm what was said. You might send them a letter via certified mail or with the rent and save a copy for yourself. WAIT a reasonable amount of time to give the landlord an opportunity to take action. The amount of time will vary, depending on the severity of the issue. FOLLOW UP with the landlord if no action is taken. Try to do so calmly and in writing. INVOLVE your local code enforcement if after your second follow up request there is still no action taken. Call code enforcement to schedule an inspection when you are home, then show them the issues so they can document them in a notice of violation You’ll then want to follow up with code enforcement to get a copy of the report, and check-in with code enforcement around the compliance date if your landlord has not taken action WHEN AND HOW TO HOLD BACK RENT: If you’ve taken the steps above and your landlord still hasn’t made repairs, you might consider holding back your rent payment as leverage. It’s a good idea to speak with an attorney before doing so, if possible. Here’s what you need to know about withholding rent: You may eventually have to pay all or part of the rent, so you should save all the rent you would have paid. Your landlord can take you to court for nonpayment of rent. If your landlord takes the case to court, you need to show up for your court date! If not, you will lose and be on the hook for all the back rent. In court, make sure to bring all your documentation about the repair issues, how your landlord didn’t deal with them, and about the rent money you withheld. Tell the Judge you withheld rent due to lack of repairs. The Judge will have you discuss the issues with your landlord to see if you can agree on a rent reduction (also called an abatement), and you would pay the reduced amount once repairs are complete. If you can’t come to an agreement, you should ask the court for an abatement hearing and request injunctive relief. In the abatement hearing you’ll get the chance to present your evidence showing that the lack of repairs means you should not have to pay full rent. If you’re successful, the request for injunctive relief could result in the court ordering the landlord to make repairs. If the court orders you to pay some or all rent due, you’ll need to pay it or potentially face eviction. WHAT ELSE CAN I DO? Our first water bill is coming due, and it's a real pill to swallow! Show us some love for WATER and for pushing the City toward a more grower-friendly climate! Get us that last $1700 we need to close out this fundraiser!! Every dollar helps us continue to meet the need for fresh food in South Troy. https://gf.me/u/ykrmy2... 1/3 of the nearly $700 bill is for actual water usage. There is an additional fee to pay for the water meter the City installed of $330. These charges are acceptable. BUUUUUUT: 2/3 of the bill is to pay for City and County Sewer services, but my garden isn't even connected to any sewer!! If anything, gardens like the 2nd Street Farm are AIDING stormwater management in South Troy, not adding to the treatment load, and reducing the flow of water into the storm drains over other uses for vacant lots. Parking lots with no water connections don't pay a sewer fee, even though they remove permeable surface from the City and force a greater quantity of water to the sewer system. We are working with the City to correct this current disincentive for urban farming. Showing the City where their legislative and operational paradigm is throwing shade on sun-loving gardens is just one of the services 2nd Street Farm provides the general public. Want to support our efforts?? We need you now to help pay the bills in the interim period while the City works out the kinks. Hit our fundraiser with some water funds!! Hi all, thank you for supporting our Freight Farm project at the Boys and Girls Club of the Capital Area! My name is Olivia Stalvey, I’m the project coordinato...r and I’ve been working in the farm since its arrival in July 2019. Before joining the BGCCA team, I’ve been involved in a variety of agricultural work, including international travel through the World Wide Opportunities on Organic Farms. I’m very excited to share with you all the upcoming plans and current operations here at our farm. With BGC summer programming beginning next week, we’ll be sharing curriculum updates with our teen and ASP students. Our freight farm is a commercial grade, hydroponic farm with environmental controls and indoor growing technology. Our farm generates the same amount of produce as a two-acre farm annually, producing 600 heads of lettuce each week. We grow a variety of crops, including mustard greens, kale, Swiss chard, basil, and edible flowers. Fresh produce is available year round due to the freight’s controlled environment. Our mission is to teach the kids we serve about urban agriculture, STEM, entrepreneurship, and individual health. We aim to spread awareness about food insecurity, while providing work experience that our teen programmers will directly benefit from.

New acheivement unlocked: Get noticed by a different neighborhood group! ICYMI: I hired a City of Troy Master Plumber to come install municipal water access at my garden on 2nd St in early June. We submitted our application with the water department, they approved our permit, they designated the location of the service line at the curb. With the Water Department's blessing, my contractor dug to find the service line last Friday. Had that line been where designated, the project would have been complete and the sidewalk back together before dark. With their workload, DPU couldn't get to their side of the connection that we ultimately needed until today. As soon as the contractor can return to put the walk back together, we'll be all cleaned up.

When all my Pepper transplants were stolen earlier this Spring, they stepped right up and offered me some to plant in my garden for the neighborhood. Hey fam. Thanks for all your support this week. It's meant the world to me. The solidarity I've felt from many directions has been holding me up when I needed it most. It's been a disturbing week to be a Trojan, honestly. As businesses downtown boarded their windows in preparation for an onslaught of violence and wreckage that would never come, I watched in astonishment as this City learned in real time how to whitewash violence for palatable consumption and commodify our Bla...ck community's suffering and grief and rage. As farms all over the area hit their productive strides for the season, my micro-farm with macro-heart has had to close down for a minute due to a confluence of theft and a bone-dry Spring. I've been sickened that the fear of looting and broken windows in a predominantly white neighborhood devoured the City this week, while those exact events actually happened in my predominantly Black/non-white neighborhood with little input from the authorities. The assumption laid bare from officials this week is that we have nothing down here worth protecting. Despite the garden struggles these past few weeks and despite the envy I usually have for farms with proper amenities like running water and cold storage, I am so grateful to be right where I am as I listen to the radical cries for justice rising around me. On a week in which most other local farms trotted out their do-better-next-season commitments and cut slices of their sales off to donate to different racial justice organizations in performative acts of solidarity with Black Liberation, I didn't have think once about my PR campaign. I was too deep in my feels about the thief who digs up Broccoli and Cabbage meant for community consumption to selfishly squirrel away on an unknown garden to say much of substance. But then neighbors streamed in to offer what they could in support and reminded me why I do this work. I was particularly touched by the Black woman who asked what it was she could do to support me in this moment, how she could organize her people to raise money to keep these neighborhood provisions coming. "Your work is important...It's important for Us," she said as she tapped her hand to her heart. So while I might not have the woods and vast acreage to protect me from thieves or irrigation to fatten my plants hands-free, at least I didn't have to perform this week.

UPDATE: Last night Captain Dave and the crew from the firehouse on 3rd St. filled my tanks! I'll be unleashing this water on the thirsty plants today. Hopefully they'll start growing and we can pick up where we left off in a couple weeks! I'm having a serious water crisis that is affecting production at the garden so severely that i may need to shut down market for a few weeks until i can figure it out. We will go on today, but there will be no Sunday market. The City has priced water access at $7000, and i cant pay that.

Up next in "Who's Eating My Food?" is the ferocious Cabbage Moth. If you've ever noticed me cursing and chasing what you thought were cute white butterflies, you've stumbled upon my battle with Cabbage Moths. The adult moths are nearly impossible to catch, so I focus on a search-and-destroy of the larvae, the teeny-tiny green caterpillars living on the leaves of your cabbage family plants (Kale, Collards, Broccoli, Cabbage, Kohlrabi). The caterpillar can be so small only the most attentive will find them, but as they grow, they become more obvious (as does their damage). If you see their tell-tale nibbling style, you know they are there. Find them on the most tender new growth. They often hide on the center vein of the curled freshest leaf growing. Catch them early: a small bite on a tiny leaf grows into a big bite on a big leaf.

New pest to watch!! Introducing the Three-Lined Potato Beetle A few of these miniature beasts and their slug-like larvae can eat every leaf off a freshly transplanted start in matter of days. In addition to potato foliage, they will go to town on your tomatillos and husk cherries, and they may even eat your tomatoes, peppers and eggplant. They adult beetles can fly, but they are fairly easy to catch and squish. They will lay their orange eggs on the undersides of their preferred food, so check those if you see any adults and get rid of both the eggs and larvae.

Ever wonder who's spitting all over your plants?? SPITTLEBUGS! . The spit bubble is a protective secretion of spittlebug nymphs, shielding their delicate little bodies from predators. Spittlebugs don't do a ton of damage to established plants, but they can set your spring progress back and cause mishapen leaves or small fruit. Left unchecked, a large population of spit bugs can really cause problems in the spring gard. I initiated a search & destroy mission last evening. They are all over my strawberry blossoms, tender new growth of my herbs. You can easily thwart them by squishing the orange/yellow nymphs hiding in the spit blob.
