January 31, 2013 Mayor Bloomberg issued an executive order waiving certain zoning requirements for homes that were significantly damaged by Hurricane Sandy. The order allows homes that were existing non-complying homes to be rebuilt to the same size as well as complying with current FEMA Flood Plain Guideline. In addition you should also contact a Professional Engineer or Registered Architect prior to starting any rebuilding. Most reconstruction work will require approved plans and permits. NYC has instituted a Rapid Repair Program for all victims of Hurricane Sandy. Please see the following info from the NYC Dept of Buildings. Feel free to call us with any questions you may have. NYC Rapid Repairs is a program to make your home safe for return. The City is working with contractors to assess damage to your home from Hurricane Sandy and make the necessary repairs so that you and your family can safely return home. NYC Rapid Repairs is a program for property owner...s. If you rent your home and there are unsafe conditions, call 311. How does NYC Rapid Repairs work? Home Assessment The first step to sign up for NYC Rapid Repairs is an assessment of the damage in your home. Assessments are free and do not require any commitment to participate in NYC Rapid Repairs. An assessment will not affect any other FEMA benefits you may receive. 1. Sign up for an NYC Rapid Repairs assessment by visiting NYC.gov, calling 311, or visiting one of six Restoration Centers. If you are a homeowner and applying to cover damages to your primary residence, you will need a FEMA number to register for NYC Rapid Repairs. 2. After you sign up for an assessment, a representative of Tishman Construction will contact you within 48 hours to schedule an appointment at your home. 3. An Assessment Team comprised of an electrician, a plumber, and an architect or engineer will arrive at the scheduled time to inspect your home. 4. The Assessment Team will present you with a list of necessary repairs to make your home safe for living. NYC Rapid Repairs Registration After you receive your list of repairs from your assessment, you will have the opportunity to sign up for NYC Rapid Repairs. There are two ways to sign up: Option A: You can register for NYC Rapid Repairs at your home with your Assessment Team. If you would like the City’s contractors to make repairs to your home, the Assessment Team will ask you to sign a waiver to allow the City’s contractors to make repairs in your home and will share your information and the scope of work with the City’s contractors. The City’s contractors will contact you to schedule the repairs to your home. Option B: If you would like to discuss the repairs with your family, your insurance company, or are not ready to register for NYC Rapid Repairs with your Assessment Team, you can register for NYC Rapid Repairs by calling 311 at any time. Visit NYC.gov, call 311, or visit a Restoration Center for more information.

SERVICE UPDATE November 2012 Hurricane Repair Work: Application + Permit Fees Waived Beginning November 12, 2012, application and permit fees are waived for work on buildings damaged by Hurricane Sandy. Severely Structurally Damaged Buildings Buildings tagged with a red placard qualify as severely structurally damaged and are eligible for fee-exempt work. Until further notice, the following fees are waived for these properties: Demolition applications and permits; Alteration Type-1, -2 and -3 applications; Permits to renovate and repair damaged structures; New building applications and permits to rebuild completely destroyed structures; and Associated work applications and permits (i.e. elevators, sheds, scaffolds, construction fences). Buildings Requiring Electrical and Plumbing Repairs Until further notice, fees are waived for electrical and plumbing work for buildings damaged by the hurricane. Filing Fee-Exempt Work Online To electronically file fee-exempt work, prepare the job application as you would with any other online filing use the Department’s NYC Development Hub at nyc.gov/buildings. Once you provide the cost of the work, indicate that the work is fee-exempt: PW1: In the Work Types section under Cost Information, select Fee Exempt when asked What type of fees apply to this application? LAA: In the Additional Information section select Fee Exempt. Electrical Applications: In the Category of Work section select Hurricane Sandy Damage. Filing Fee-Exempt Work in Person or Via Mail To file fee-exempt work in person or via mail, prepare the application as you normally would, include hurricane sandy damage in the Comments section and indicate fee exemption.
