What is Threat Assessment? Threat assessment and management are two interrelated processes designed to respond to allegations or concerns that a particular individual is at risk for perpetrating goal-directed violence (Meloy, Hart & Hoffman, 2014)[i]. Assessment, in this context, refers to the process of fact-gathering typically related to a specific dynamic threat of goal-directed violence. In contemporary threat assessment literature, goal-directed violence is defined as pr...edatory, intended, instrumental, targeted violence that is the result of a discernable process of planning and preparation, often accompanied by certain behavioral indicators (Meloy & Hoffman, 2014)[ii]. Goal-directed violence lacks impulsivity and emotion, and the element of financial gain is not a primary motivator. The term targeted violence is used in this report. According to the International Handbook on Threat Assessment (2014), threat assessment and management developed as a response to low base-rate acts of targeted violence and was advanced by the work of Dietz and Martel (1989) when they outlined warning signals that likely preceded an attack on a public figure (Meloy, 2014, p. 4)[iii]. Research conducted by the United States Secret Service (1997) on violence against public figures, the service was charged to protect, further advanced threat assessment and management. Threat assessment was ultimately defined as a set of investigative and operational techniques that can be used by professionals to identify, assess, and manage the risks of targeted violence and its potential perpetrators (Fein, Vossekuil, & Holden, 1995, p. 5). Randy Borum, one of the leading contributors to contemporary scholarship in the field of threat assessment and management, identifies three main principles of threat assessment: First, targeted violence is the result of an understandable and often discernible process of thinking and behavior; second, violence stems from an interaction among the potential attacker, past stressful events, a current situation, and the target; third, the key to investigation and resolution of threat assessment cases is identification of the subject’s attack related behaviors.
