That’s a Trooper on that van roof. SP Binghamton received a 911 complaint of a van with snow on its roof. Troopers located the van on 81, spoke to the older d...river and helped the gentleman brush the snow off the roof. Another member snapped the photo as he sat to make sure vehicles moved over.
