Bundled wires in the 2017 National Electrical Code - When wires are bundled, there needs to be an adjustment factor that is outlined in Section 310.15(B)(3)(a) Adjustment Factors. In these photos, there appears to be about thirty (30), 14-gauge NM wires bundled together. Table 310.15(B)(3)(a) states that when there are 30 conductors bundled together, the individual wires need to be adjusted to 45% of their rating. That would require these 14-gauge NM wires in these photos to be on a circuit breaker with a maximum overcurrent protection rating of 6.75 amps and not 15 amps! Bundling three (3) conductors or less do not require derating. Bundling four (4) or more conductors require the use of Table 310.15(B)(3)(a). Adoption of the 2017 National Electrical Code in New York State Effective Date is May 12, 2020... On December 6, 2019, the State Fire Prevention and Building Code Council adopted rules that amended and updated the New York State Uniform Fire Prevention and Building Code and State Energy Code. On January 28, 2020, the Department of State, acting on behalf of the State Fire Prevention and Building Code Council, filed a Notice of Adoption of the 2020 New York State Uniform Fire Prevention and Building Code and State Energy Code. The Notice of Adoption can be found in the February 12, 2020 New York State Register and can be viewed at https://www.dos.ny.gov/info/register/2020.html The official effective date of the 2020 New York State Uniform Fire Prevention and Building Code and State Energy Code is set for May 12, 2020 for all local jurisdictions State-wide except for the City of New York. Chapter 35 titled, "Referenced Standards", in the 2020 New York State Uniform Fire Prevention and Building Code refers to NFPA70-17 which is the 2017 National Electrical Code. Because of this Referenced Standard and the effective date of May 12, 2020, all building permits issued on or after May 12, 2020 must use the 2017 National Electrical Code. Historically, when a new Code is adopted in New York State there is typically a six-month grace period. However, on May 12, 2020, when the 2020 New York State Uniform Fire Prevention and Building Code and State Energy Code is scheduled to take effect, there will not be a grace period. What that means is that any Building Permit issued prior to May 12, 2020 will continue to follow the requirements of the 2014 National Electrical Code. Any new Building Permit issued on or after May 12, 2020 must follow the requirements set forth in the 2017 National Electrical Code.
