This is unreal, unbecoming, and completely unacceptable. I remember when the Governor called federal law enforcement officers thugs during his ‘18 gubernatori...al Dem. Primary debate. Governor, you’re the thug. Assemblymember Ron Kim lost a family member. He has no reason to lie. He, like many of us, has simply been seeking the truth for thousands of grieving families. *** A416 *** Over the past several days, I've received a significant spike in inquiries related to a proposed piece of legislation (A416) by Assemblyman Perry o...f Brooklyn (58AD). Thousands of bad bills are introduced every session that go nowhere so I don't always provide detailed statements on every piece of proposed legislation. That said the heightened level of interest in this particular proposal certainly merits a more thorough statement to clarify the legislative process and where Mr. Perry's bill A416 presently stands. First, let me make it clear I am unequivocally opposed to this draconian proposal which would further empower the Governor with tyrannical powers that would violate many of our basic Constitutional rights by forcing the detention of individuals who are suspected to be carriers of a contagious disease. Secondly, some reports and posts on social media have suggested this is a new bill. It is not. It's an old proposal that was reintroduced by Mr. Perry. At the beginning of every new legislative session, legislators who want to resubmit old legislation are required to do so in order to obtain a new bill number. That is what recently occurred and why A416 is no longer A99 (previous bill number for 2019/2020 legislative session). The bill still does not have a same-as bill in the Senate which would be required for it to actually become law. Thirdly, some posts and inquiries have suggested A416 is somehow scheduled for a vote this week. This is false. As of today, our next Health Committee meeting has not been scheduled and agendas are not yet set. Every bill that is introduced is referred to the most appropriate committee as part of the legislative process. It does not mean it is necessarily scheduled for a vote. Each year this particular proposal was introduced it was referred to the Health Committee, but has never been placed on a committee agenda and has never been voted on. As the ranking member on the Assembly Health Committee, I will continue to monitor A416, in addition to many other proposals, should they gain traction in the future. Bills can gain momentum quickly and sometimes get rushed through for a voteso it is important for us to be vigilant and do our due diligence. Still, it is my sincere hope and belief that despite the many strong ideological divides in Albany there are enough Democrats and Republicans in the Health Committee who have the common sense to prevent this proposal from receiving a vote or from being reported out of committee. There are still many other highly controversial proposals that could become law. For example, a single payer healthcare proposal which would make all existing private health plans illegal, increase taxes by unprecedented amounts, increase wait times and push away our best medical providers, has already passed the Assembly in previous years. It does have a Senate sponsor with almost a majority of the Senate signed on as a co-sponsor. This too has been reintroduced. It has passed the Assembly in previous years and should also be on everyone's radar.
