Not too late! NYS cannot begin requiring the lookback and imposing transfer penalties until April 1, 2021. Once it is implemented, however, presumably assets transferred since Oct. 1, 2020 will still be subject to the lookback. That said, if someone transferred assets after Oct. 1, 2020, they have extra time until April 1, 2021 to submit an application seeking eligibility for home care .. with no lookback or transfer penalty.
