***IMPORTANT MESSAGE REGARDING SKI PROGRAM***

Town of Black Brook 03.12.2020

***PUBLIC SERVICE ANNOUNCEMENT*** On December 14th the Town of Black Brook will be holding a Public Hearing at 5:30 to discuss the proposal of passing a local law authorizing a CCA, Community Choice Aggregation. Please see information below. What is a Community Choice Aggregation (CCA)?... Community choice aggregation (CCA), also known as municipal aggregation, are programs that allow local governments to procure power on behalf of their residents, businesses, and municipal accounts from an alternative supplier while still receiving transmission and distribution service from their existing utility provider. CCAs are an attractive option for communities that want more local control over their electricity sources, more green power than is offered by the default utility, and/or lower electricity prices. By aggregating demand, communities gain leverage to negotiate better rates with competitive suppliers and choose greener power sources. How do CCAs work? In the seven states with enabling legislation, a local government must hold public hearings and pass a law authorizing the CCA. Depending on state and local government regulations, all homes, businesses, and municipal sites in that jurisdiction may be eligible to participate in the CCA. Participation in CCAs is always voluntary. Most CCAs have opt-out provisions, meaning when a community begins a program, customers are given advanced notice and have the choice to opt-out of the CCA program and continue to receive electricity from their current supplier. Customers that do not opt-out are automatically enrolled in the program. Although less common, some CCAs have opt-in provisions requiring customers to proactively enroll in the program, which are generally less successful in terms of participation rates. CCAs can also have a tiered structure with a standard option that customers are enrolled in unless they opt-out, and an opt-in "greener" option at a price premium. These opt-in options generally have a higher percentage of green power or are sourced from local renewables. Prices for electricity under CCAs may be lower than the residential retail price for electricity, sometimes by 15 to 20 percent, because of the collective buying power of entire communities and current market trends. CCA customers continue to receive the same delivery and maintenance services from their local utility, with a single utility bill that reflects the change in supplier. The only changes for customers are the sources and prices of electricity generation. Power Generators The CCA purchases electricity on behalf of the entire community from traditional or green power sources. Utility The existing utility continues to deliver the electricity using the same power lines and billing mechanisms. End Users Customers benefit by receiving lower cost power, often with higher green power contents and minimal effort.

This Saturday January 9th, 2021 a Rally is being held in the Village of Dannemora as a form of protest against the closure of the Clinton Correctional Annex tha...t Gov. Cuomo & NYS DOCCS have proposed by 3/30/21. The Rally starting time is 11AM and expected to last about an hour. I am asking for strong showing from as many public officials from across Clinton County to take the time to be there. If NYS gets it's foot in the door closing the Annex of CCF it opens up the possibility of the CCF Main to being closed. And if that happens it would be a devastating blow to the Clinton County economy with far reaching effects into Franklin and Essex Counties. This closing alone will effect the local economy of many areas of Clinton County and beyond. This closing of CCF Annex needs to be reversed. So please take some of your valuable time this Saturday 1/9/2021 and drive to the Village of Dannemora. Start time once again is 11AM!! The main staging area will be in front of Dannemora Ford Dealer where NYCOPBA the Correction Officers Union is setting up a microphone with speakers. Thank you for your time and attention to this very important issue. Feel free to forward this to members of your boards and anyone else that may be willing to participate in this Rally. Respectfully, William H. Chase Town of Dannemora, Town Supervisor
