This week in legal history: On July 26, 1788, the Convention of the State of New York, meeting in Poughkeepsie, voted to ratify the Constitution of the United States. With its ratification of the Constitution, New York entered the new union as the eleventh of the original thirteen colonies to join together as the United States of America. On July 28, 1868, Secretary of State William Seward issued a proclamation certifying without reservation that the Fourteenth Amendment was a part of the United States Constitution. Known as one of the Reconstruction Amendments, the Fourteenth Amendment forbids any state to deny to any person life, liberty or property, without due process of law or to deny to any person within its jurisdiction the equal protection of the laws.
