A good baseline to establish under the Biden DOT would be to prevent any federal money from propping up stuff like this not for construction, not for studies. Make it clear this is worthless.

What we're looking for as the Biden Administration fills out the leadership of US DOT - a track record of working in the public interest. Industry operatives and hucksters had too much sway in the last admin. Don't let them back in.
