Contractors finished the temporary repairs to Fair Haven's West Pier last week, and the project was officially inspected by and released to the US Army Corps of... Engineers, Buffalo District yesterday. Project Manager Lex Barker says this project was designed to prevent the damage from getting any worse, but the pier requires much extensive repairs in order to survive in the long-term. It isn't pretty, but this is what we're left with. But we need funding for the the permanent repairs to be appropriated just as soon as possible God knows we all hope this Pier will survive the winter. SO FAIR HAVEN, IT'S TIME TO MAKE SOME WAVES! There is no one who is going to fight this battle for us if those of us who love Fair Haven don't immediately begin making noise again. The first hurdle to overcome is to secure design funds in the fall for a permanent repair and replace, which would allow the Army Corps engineers to develop an extensive plan for the long term over the winter months. The next hurdle would be the actual project construction funds, which may have to be completed in sections, as the total cost of that project is unknown until the design phase is complete. We thank our local, state, and federal politicians for their fight in securing funds for these temporary repairs. But we need to plead with them once again to push for the real fix. With Lake Ontario embayments losing natural barrier bars in unprecedented numbers this year, our own Little Sodus Bay remains one of the only fully protected bays and safe harbors along this south shore. And the function and maintenance of our piers is critical. To All, Update on the West Barrier Bar pier. I spoke with Lex Barker. Lex is my contact with the Corp of Engineers from the Buffalo office. The Corp was able t...o secure some additional funding which will allow the addition of six more sets of cables. Work on the temporary repairs should complete next week. Based on the round table on Friday in Oswego. We need to also hold the Lake Ontario and St Lawrence River board accountable. According to Jane Corwin, the 10 p...erson joint board has not asked for the IJC to intervene. The IJC will not intervene unless requested. So here starts the finger pointing. The boards decision to not increase out flows this past Friday shows that there is no interest in what happens to property and business owners on the south shore. NOAA Lake Ontario water level update - we've been stuck at 249' plus for nearly a MONTH with no end in sight. If anybody listened in the meeting, Pierre made it clear there is more water coming in then is going out right now which means to Lake level will rise just a bit more. As I look out my window this morning at my underwater dock. I see that lake has inched up. Not sure how NY State is going to deal with all of the beautiful state park beaches that are underwater. It's just goes on and on. I am not ready to say goodbye to the South shore of New York State as we all once knew it. Please stand strong. Thank you for your visit to Fair Haven's West Pier today, Congressman John Katko. Today, on the West Pier, Rep. Katko met with local officials Mayor James Basil...e and Walter Krehling from the Village of Fair Haven and Tucker Whitman from the Cayuga County Legislature, as well as members from the team at US Army Corps of Engineers, Buffalo District, who are in charge of the repairs slated for our pier. Katko was happy to learn an immediate, temporary repair is already being planned, and hoped to begin in just a few months, but all signs point to a permanent repair not being budgeted until the next fiscal year, or even beyond. Support at the Federal level is instrumental, and I sincerely thank Katko for his visit and his attention to this matter. It is critical to Fair Haven's future. I think we'll get there, but let's continue to ask for his support, as well as the support in the U.S. Senate. To All, West Barrier Bar Pier Update. The Buffalo District Corps of Engineers has gained a better understanding of the currently failing/failed areas of the Wes...t Pier. The entire west pier was surveyed and the USACE has continued the engineering on this project based on the data collected. In addition, temporary measures are being developed to minimize additional sheet piling failure along the effected areas. USACE selected a contractor that could perform the temporary repairs in the near future. A preliminary budget has been prepared for both the temporary measures to secure the existing condition and prevent additional deterioration of the pier. The budget estimate being requested from Washington DC HQ USACE emergency funding for this entire project is $3M. I am updated weekly by the PM, Lex Barker, Buffalo District USACE. Lex and I have discussed a time line. I anticipate a schedule should be available from Lex Barker in the next couple of weeks regarding the temporary repairs as well as the permanent solution. Although progress continues to be made, in a perfect scenario, the pier would be repaired no later than this Fall. Kyle Maddaugh has provided some historical time line photos which have been valuable to both bringing public attention to this matter and initial assistance to the Buffalo District Corps of Engineers project team. EMERGENCY CALL-TO-ACTION Fair Haven's West Side channel wall is in desperate need of repair! The inside channel wall has separated from the steel and concrete... structure that supported it, and is now collapsing. Another wind event could have severe consequences for the pier, the channel, and the safe passage or boats in and out of Little Sodus Bay. This could be devastating for Fair Haven! Can you imagine what it would be like if the channel were deemed impassable? If Little Sodus Bay were cut off from Lake Ontario? Our local economy, our homes, our tourism industry, is dependent on boats being able to pass in and out of the channel, and should it be closed down, it would result in significant loss to the area. I've been photographing this breach for several weeks now as it got drastically worse (most especially during the recent wind event of Feb. 24 & 25), passing the photos along to village officials, who in turn have passed them on to state and federal politicians, as well as the Army Corps of Engineers, in an effort to secure emergency funding for repairs. Other than sharing it with the village, I kept quiet. I hadn't yet shared the photos here as I didn't want to bring public attention to it. The last thing the village needs is a cold water rescue situation brought about by some goon wanting to see the damage for himself slipping on the icy pier and into the channel. But now, the cat's out of the bag, so to speak. I thought I'd finally show what I've captured over the past month. Please do NOT go down to the West Side to try to see this for yourself. The village has barricaded the road in for the time being, in an effort to keep you away and safe. Our local politicians are on this, and have been for two years, ever since Mayor Jim Basile and Deputy Mayor Walter Krehling first brought this to the attention of the Army Corps during the high water event of 2017. And clearly and thankfully, we now have the full support of federal level politicians. On Thursday, US Senators Charles Schumer and Kirsten Gillibrand, along with Congressman John Katko, sent a letter to Lt. Gen. Todd Semonite, Chief of Engineers and Commanding General of the US Army Corp of Engineers, pleading for emergency funding for this project. (Find the letter here: www.gillibrand.senate.gov//Letter%20to%20USACE%20re%20Litt) Both piers that wall the channel from Lake Ontario into Little Sodus Bay are FEDERAL piers, and therefore are the responsibility of the federal government, falling under the jurisdiction of the Army Corps of Engineers. They were aware of this deterioration at least two years ago, but funding cuts to the Corps relegated this a low priority, and it never was promoted to a scheduled project. I remember two years ago, during the high water event of 2017, I was tipped off to an on-site meeting at West Barrier Bar Park between village officials, State Sen. Pam Helming, and the Army Corps of Engineers. The breach was small then, but the village was proactive and brought it to the attention of the Army Corps as soon as it was noticed. I remember the engineers saying at that meeting that Congress had significantly reduced their funding for projects, and it was unlikely to find funding. Of course what would have been a relatively cheap repair then has become a major rebuild project for them now. SO LET'S MAKE SOME NOISE! We have the full support of our politicians, but we need to demand that they continue to put pressure on the Army Corps of Engineers to fund this emergency project NOW. It will do us no good if this project doesn't start until September, it needs to start ASAP. In just a few short weeks, we'll have charter boat captains docked here in Fair Haven ready to hit the Lake Ontario waters offshore of Fair Haven for world-class fishing. Soon after, recreational boaters will be putting in, and tourists will begin to take to Fair Haven, patronizing our shops and restaurants and marinas. Let's fight to keep strong this incredible growth we've been experiencing these last few years. Let's fight to keep strong that Fair Haven's finally been put on the map. Let's fight to keep strong our #DestinationFairHaven Start at the top, contact our US representatives. But even state and local politicians need to hear from you. Let them know how important this is to the vitality of Fair Haven. Without it, as stated in the letter to the Army Corps from our US representatives, we are "potentially creating both a residential and tourist 'exodus' from the Village of Fair Haven and Cayuga County." Funding has now been appropriated for the first step of the West Side Pier project design and engineering. A team of engineers will be in Fair Haven early next week to meet with Village of Fair Haven officials and myself, and will begin assessing the damage and strategize a plan for repairs.
